This case is before us on remand from the Supreme Court of the United States. Meza v. United States, — U.S. -, 117 S.Ct. 478, 136 L.Ed.2d 373 (1996). In its order, the Supreme Court granted Meza’s petition for a writ of certiorari, vacated our earlier judgment, and remanded the case to this Court for review in light of the Supreme Court’s intervening decision in Koon v. United States, 518 U.S. -, 116 S.Ct. 2035, 135 L.Ed.2d 392 (1996).
