Plaintiffs, appellants here, are a group of policemen, retired policemen, and civilians. Defendant Georgia Municipal Association (GMA) is a voluntary, non-profit, non-partisan corporation organized in 1935 and incorporated in 1969, whose stated purpose is to identify, promote, and serve the needs and best interests of the state’s municipalities.
