MOORE, Circuit Judge.

Local and state government institutions provide a wide variety of services ranging from transportation to economic development, which can produce ripples in the broader stream of interstate commerce to varying degrees. The general question presented by the relatively bizarre factual background of this case is whether or not a core function of municipal government— the provision of firefighting services — impacts interstate commerce such that an individual can be indicted under a federal anti-arson…
