GUIDRY, Justice.*

| ExxonMobil Pipeline Company (hereinafter, “ExxonMobil”) as a common carrier pipeline company seeks to expropriate land belonging to Union Pacific Railroad Company (hereinafter, “Union Pacific”) for a private, restricted-access, at-grade surface crossing over Union Pacific’s spur track and runaround track in Plaquemine, Louisiana. These tracks are used to service customers Shintech, Air Liquide, and Georgia Gulf. ExxonMobil’s reason for the access route is to facilitate performance of maintenance and federally-mandated testing procedures commencing at a valve assembly…
