OPINION ON DEFENDANT’S MOTION TO DISMISS
REGINALD W. GIBSON, Judge.
Pasco Enterprises (hereinafter Pasco or plaintiff) filed a complaint in the Claims Court on January 9, 1987, to recover damages in the amount of $19,370.34 from the Small Business Administration (hereinafter SBA or defendant). In the complaint, plaintiff stated the cause of action against the defendant (i.e., the SBA) as being for sums owed plaintiff due to the SBA having allegedly received a benefit from the storage of property on plaintiff’s premises in which the SBA had a security interest.
