Plaintiff, Maria Alencastro, filed suit against defendant, Sheriff Michael Sheahan, two of defendant’s deputies, and Citibank, ES.B. (Citibank), for illegally evicting plaintiff from her apartment. The trial court dismissed plaintiffs civil rights claims against defendant Sheahan based on sovereign immunity and dismissed plaintiff’s state negligence claim based on lack of jurisdiction.
