Before the Court are Defendants’ Motion for Summary Judgment (Doc. 78) 1 and Plaintiffs Motion for Partial Summary Judgment (Doc. 77).

I. Factual Background

The Tulsa County Public Facilities Authority (“TCPFA”) is a public trust organized and existing under the laws of Oklahoma for the purpose of managing activities occurring on the Tulsa County Fairgrounds (“Fairgrounds”).
