INTRODUCTION
Over thirteen years ago, an incident occurred near the Rainbow Bridge in Niagara Falls, New York, that attracted worldwide attention and generated significant criminal and civil litigation.1 The actual *377incident was over in a matter of minutes, but the repercussions have lasted for over a decade.
