This controversy concerns the proper disposition and use of the proceeds of a sale of bonds issued by a township part of the area of which was later incorporated as a borough.

The Commissioners of Jefferson Township in Allegheny County, having considered the need of a supply of water for its inhabitants and having studied a survey of the project by hydraulic engineers,- directed that a special election be held to obtain the assent of the,- electors to an increase of the indebtedness of the Township in the sum of $325,000 for the purpose of supplying that…
