A light -and water plant was constructed in the town of Augusta by a private corporation under franchise granted :by the city council, and in the year 1909 an improvement district was formed in said town for the purpose of raising funds to purchase said plant -and to maintain -and operate the same. A special act wias pass-ad by the General Assembly of 1909, ratifying the organization and authorizing the purchase of the plant .and proceedings under the improvement district statutes of the State with reference to levying assessments, etc., -and the statute -also gave -authority…
