Trans-Pacific Policing Agreement (“TPPA” or “appellants”), an association of registered ocean common carriers, is charged by federal statute with policing exporters who send shipments into the United States. One principal function of TPPA is to investigate and take action to prevent the miseharacterization of cargo in sealed marine containers.
