WISDOM, Circuit Judge:

This is the second time this Court has been asked to balance the rights of this petitioner to the plea bargain she made with the United States Government against the obligations of the Government under an extradition treaty with Switzerland. The facts of the case are set out in full in the opinion by Chief Judge Brown issued in the first appeal. Geisser v. United States, 5 Cir. 1975, 513 F.2d 862.
