Plaintiff Whirlpool Corporation (“Whirlpool”) challenged a 2014 decision of the International Trade Administration, United States Department of Commerce (“Commerce” or the “Department”) interpreting the scope of antidumping and countervailing duty orders on aluminum extrusions from China to include two types of kitchen appliance door handles imported by Whirlpool.
