Debtor, Earl Wilson, filed a Chapter 13 bankruptcy petition in the United States Bankruptcy Court for the Eastern District of Pennsylvania. The City of Philadelphia (“City”) appeals the Bankruptcy Court’s Order confirming Mr. Wilson’s Revised Fifth Amended Chapter 13 Plan (the “Plan”).
