This is a proceeding in mandamus instituted under the original jurisdiction of this Court in which Robert Vincent seeks a writ of mandamus against Denzil L. Gainer, Auditor of the State of West Virginia, to compel him to honor a requisition in the amount of $15,000 from the State Road Commission and issue his warrant on the State Treasurer in favor of the relator in that amount.
