Petitioner sought a writ of mandate compelling the Board of Police Commissioners of Los Angeles (referred to as the board) to renew permits to conduct a secondhand business. Judgment was in favor of the board. Petitioner appeals from the judgment.

On April 8, 1955, the board cited petitioner to show cause why his 1955 applications for renewal of (1) his pawnbroker’s permit, (2) his secondhand (general) permit, and (3) his secondhand (jewelry) permit should not be denied in accordance with the complaints which were served with the citations.
