Plaintiff Marcus L. Williams (“Plaintiff’ or “Williams”) is a former member of the United States Air Force (“Defendant” or “Air Force”), who was convicted at a 2002 court-martial of violating the Uniform Code of Military Justice. (See Mem. in Support of Def.’s Mot. for Summ. J. and Opp’n to Pro Se PL’s Mot. for Summ. J.
