Officer Lindy L. Belton of the Kansas City, Missouri Police Department (hereafter KCPD) appeals the entry of summary judgment against her in a suit for damages and for declaratory and injunctive relief against respondents, the Board of Police Commissioners of the City of Kansas City, Missouri, and Norman Caron, Chief of Police of the Kansas City, Missouri Police Department, following the imposition of a ten-day suspension from her duties.
