This appeal arises from a suit for judicial review of an order by the Public Utility Commission of Texas (the “Commission”) granting a rate-change petition submitted by Houston Lighting & Power Company (“HL & P”). Following extensive discovery and hearings, the Commission issued a final order under docket numbers 6765, 6766, and 6930 granting HL & P’s petition. In separate causes, the Office of the Public Utility Counsel (the “OPUC”), HL & P, and the State of Texas (the “State”)1 sought judicial review of the Commission’s order in district court.
