Appellant seeks to reverse the ruling of the chancellor affirming the decision of the City Board of Directors which refused appellant’s request to rezone a tract of his land from R-3, high density residential, to C-l, neighborhood commercial. Appellant desires to construct a convenience food market and self-service gas station. On appeal we review the chancellor’s finding to determine whether it is clearly against the preponderance of the evidence that the action of the City Board in a zoning case was or was not arbitrary, capricious and unreasonable.
