At the last session of the General Assembly of Maryland there was passed “An Act h> extend the limits of Baltimore City by including therein parts of Baltimore County and Anne Arundel County,” it being Chapter 82 of the Acts of 1918. The validity of the Act has been attached on several grounds—the principal one being that there is no referendum in it, as the appellees contend section 1 of Article 13 of our State Constitution requires.
