MADDEN, Judge.

The plaintiff, Southeastern, purchased the type T2-SE-A1 tanker Kern Hills from the former United States Maritime Commission on January 27, 1948, under a contract dated January 14, 1948. The plaintiff, Paco, purchased the type T2SE-A1 type tanker &S. North field from the Commission in May 1948. In each case the Maritime .Administrator, the successor to the Maritime Commission, in determining the ultimate purchase price of the vessels, charged the purchaser with the cost of “slotting and strapping” the vessels.
