In March 1968 the City of Chicago issued a building permit authorizing the plaintiff to construct a 56-apart-ment building. In September 1968 the permit was revoked. The plaintiff filed a complaint for declaratory judgment and a petition for an injunction to restrain the City from interfering with the construction.
