Appellant herein, the Association of American Medical Colleges, prosecuted in the District Court a challenge to regula tions promulgated by the Secretary of Health, Education, and Welfare fixing limits on reimbursement under the Medicare Act 1 of costs incurred by providers of Medicare services. Reaching the merits of the case, the court sustained the regulations as reasonable and consistent with congressional objectives. 2 We find that appellant’s failure to pursue the Act’s remedial administrative procedures that culminate in judicial review left…
