These consolidated cases are now before the court pursuant to the mandate of the Court of Appeals in Finney v. Arkansas Board of Correction, 505 F.2d 194 (8th Cir. 1974), reversing the decision of this court in Holt v. Hutto, 363 F.Supp. 194 (E.D.Ark.1973), 1 and remanding the litigation for further proceedings.
