MEMORANDUM OPINION . AND ORDER

KANE, Senior District Judge.

This is an action under Title VII, § 1983 and Title VI based on employment discrimination. Plaintiff Vibart Subryan claims that the Regents of the University of Colorado and three administrators (collectively, “the University”) terminated his employment as a senior instructor at the School of Medicine because he is black. The University moves to dismiss or for summary judgment, claiming that Subryan’s Title VII claim is barred by laches.
