Alex Eli Rodriguez-Diaz (“Plaintiff’) brought this action against the Office of the Commissioner of Insurance (the “OCI”), as well as Ramon L. Cruz-Colon (“Cruz”) and Ana Maria Lopez-Erquicia (“Lopez”), in their personal and official capacities as Insurance Commissioner and Sub-Commissioner, respectively (collectively “Defendants”), seeking redress for alleged acts of discrimination and deprivation of due process.
