Plaintiffs, a group of current and former employees of the Ohio Department of Natural Resources (ODNR), appeal the district court’s grant of summary judgment in favor of defendants Jessica Little, the prosecuting attorney for Brown County, Ohio, and Ronald Nichols, a deputy inves*507tigator for the Ohio Inspector General (OIG).
