This is a proceeding on a petition for review of an order of the Securities and Exchange Commission (“SEC”) entered January 11, 1979 approving an amendment to the rules of the Chicago Board Options Exchange, Inc. (“CBOE”) pursuant to section 19(b) of the Securities Exchange Act of 1934, as amended. 15 U.S.C. § 78s(b). Petitioners are eighteen members of the CBOE appointed to serve as board brokers who have joined together as the Board Brokers Association (“BBA”) to pursue this claim.
