The Southeastern Pennsylvania Transportation Authority [SEPTA] was created pursuant to the Metropolitan Transportation Authorities Act of 1963 [MTAA], Act of August 14, 1963, P.L. 984, § 1 et seq., 66 P.S. § 2001 et seq. (Supp.1976-77), in order to establish, develop, and maintain an integrated mass transportation system for the Philadelphia metropolitan area.
