Hossein Ghajari, Respondent in this action, was charged with two counts of child abduction pursuant to Maryland Code (1957, 1996 Repl.Vol.), Article 27, § 2 1 (hereinafter § 2) and two counts of child abduction by a relative pursuant to Md. Code (1984, 1991 Repl.Vol., 1996 Supp.), Family Lav/ .Art., § 9-305 (hereinafter § 9-305). Section 2 states, in pertinent part:
