OPINION

ENSLEN, District Judge.

This matter is before the Court on plaintiffs’ motion for a preliminary injunction. Plaintiffs, the American Federation of Government Employees, AFL-CIO, (“AFGE”) and its affiliates, on behalf of all AFGE bargaining unit civilian employees in the Defense Logistics Agency (“DLA”), seek an agency-wide injunction of random urinalysis drug testing. They also seek to enjoin implementation of the DLA “reasonable suspicion” and “post accident” testing programs.
