*196Leo Reiter initiated this action in the District Court seeking reinstatement and back pay as a result of respondents’ failure to hold a hearing prior to the termination of his employment. Respondents’ motion for summary judgment was granted on the ground that Reiter was not entitled to a pretermination hearing as a matter of law. From this summary judgment, Reiter appeals.
