OPINION

RABINOWITZ, Justice.

This appeal arises from a declaratory-judgment suit which appellants instituted in superior court seeking a declaration that Section 1 of Chapter 82, SLA 1975 is constitutional. This legislative measure effected significant changes in the procedures for appointment and removal of sub-cabinet officials, including deputy commissioners and division heads of the executive branch of Alaska’s government. 1 Specifically, it removed certain division directors from the classified service and placed them in the partially exempt service, provided that the appointment of deputy…
