Prior to 1996, relying on Matter of Scott v Chief Med. *209Examiner of City of N. Y. (179 AD2d 443, lv denied 79 NY2d 758, cert denied 506 US 891), the New York City Police Department routinely denied requests pursuant to the Freedom of Information Law ([FOIL] Public Officers Law §§ 84-90) for complaint follow-up reports as an exempt category of “intra-agency materials” under Public Officers Law § 87 (2) (g).
