MEMORANDUM OPINION AND ORDER
SANDERS, Senior District Judge.
This is an eminent domain case in which DISD seeks to condemn approximately 25 acres of undeveloped land owned by, and located near, Calvary Hill Cemetery in Dallas, Texas. 1 Pursuant to this Court’s Orders of December 18, 2003, and January 9, 2004, the Parties filed briefs regarding specific jurisdictional issues in this ease.
