THACKER, Circuit Judge:

Appellant Washington Gas Light Company (“Washington Gas”) operates a natural gas substation on Chillum Road in Prince George’s County, Maryland (“Chil-lum Site”). Beginning in 2004, Washing ton Gas sought to expand that substation with the addition of a liquefied natural gas (“LNG”) storage tank.
