As the last guideline provided the county apportionment commission for redrawing boundaries for commissioner districts, the Legislature instructed that districts "not be drawn to effect partisan political advantage”. In this petition for review of the plan of apportionment adopted by the Kent County Apportionment Commission, the sole issue raised by the petitioners is that "the redistricting plan adopted was an intentional and systematic political gerrymander disenfranchising large numbers of registered voters in the County of Kent who regularly vote Democratic * * * ”.
