The proceeding is one induced by an order of the court of industrial relations, denying an application to require switchboard connection between independent telephone systems.

*171The Cooperative company has an exchange at Clay Center, with an installation of 117 business phones, 262 residence phones, and 275 rural phones. It has recently purchased an exchange at Idana, a small city in Clay county west of Clay Center, and has a connection with that exchange.
