MEMORANDUM & ORDER

PLATT, District Judge.

Plaintiff, Thomas L. Browne, Jr., who appears pro se, commenced this action by filing a “complaint” against the above named defendants. It is unclear what conduct he alleges wronged him and what relief he seeks. The defendants move to dismiss the complaint pursuant to Federal Rule of Civil Procedure 12(b) on the following grounds: (1) the complaint fails to state a claim upon which relief can be granted; (2) this Court lacks subject matter jurisdiction; (3) this Court lacks in personam jurisdiction; and (4) the plaintiff fails to join a necessary party.…
