Plaintiff John B. Starling (“Plaintiff’), an inmate at the Federal Correctional Institution (“FCI”) in Jesup, Georgia, filed this pro se action pursuant to Bivens v. Six Unknown Named Agents of Federal Bureau of Narcotics, 403 U.S. 388, 91 S.Ct. 1999, 29 L.Ed.2d 619 (1971), with jurisdiction under 28 U.S.C. § 1331, and the Federal Tort Claims Act (“FTCA”), 28 U.S.C. §§ 2671-2680.
