The general object of this action is to determine the constitutionality and legal effect of article 15 of • the charter of Kansas City, Missouri, adopted by the voters of that city in the year 1908, *535which article purports to place the appointment, tenure of office and removal of certain appointees of that city under a system of competitive civil service. Plaintiffs had judgment below, from which all of the defendants appeal.
