By complaint filed May 28, 2013, Plaintiffs George W. Clarke and Yongwei Guo, as Administrators of the Estate of Qian Wu (‘Wu”), deceased, and Yongwei Guo, individually, as the surviving spouse of Qian Wu (collectively, “Plaintiffs”), seek to hold Defendant, the United States of America (“Defendant”), liable for the death of Wu, who was killed by Huang Chen (“Chen”) in January 2010, approximately three months after Chen was released from the custody of United States Immigration ■ and Customs Enforcement (“ICE”).
