On July 22, 2013, Petitioner filed, on behalf of his son, William Bruce Tompkins (“William”), a petition for review of the Chief Special Master’s Decision denying compensation under the National Childhood Vaccine Injury Act of 1986, 42 U.S.C. §§ 300aa-l to - 34 (2006 & Supp. V 2011), (“Vaccine Act”).
