Pending before the Court are the plaintiffs’ motions for a preliminary injunction and conditional class certification. Plaintiffs request declaratory and injunctive relief to enforce the distribution of food stamps in the State of Maryland within the applicable time limitations as set forth in the Food Stamp Act, 7 U.S.C. §§ 2011-2027 and regulations, 7 C.F.R. §§ 271.1-282.11 (1979).
