ORDER

These § 5 voting rights cases 1 are before this court based on plaintiffs’ complaints asking this court to enjoin enforcement of Ordinances # 223 and # 224 of August 3, 1976, and a Resolution of July 6, 1976, 2 which implement “Home Rule” in Charleston County. Plaintiffs contend that these enactments constitute changes “with respect to voting” to which the Attorney General has objected in the exercise of his § 5 authority. 3 Additionally, plaintiffs challenge certain practices of the County Election Commission and Board of Voter Registration in connection with an unsuccessful Home Rule…
