In this case plaintiff, a retired police officer of the city of Los Angeles, seeks a writ of mandate to compel the city to pay him a retirement pension, to which he claims to be entitled under certain provisions of the Los Angeles City Charter. Named as defendants are the city, its board of pension commissioners and the members thereof, and the mayor, the treasurer, the city clerk, and the city controller.
