On July 12, 1985, appellant Frederick Jackson was apprehended by officers of the District of Columbia Metropolitan Police Department in an apartment in southeast Washington, D.C. in possession of two .38 caliber pistols. An indictment was subsequently handed down charging Jackson, who had been convicted of bank robbery in 1973, with possessing a firearm in violation of 18 U.S.C. App. § 1202(a) (Supp. 1984), which provides that any person who “has been convicted ... of a felony ... and who receives,…
