MEMORANDUM OPINION AND ORDER

SHADUR, District Judge.

Lizzie Williams (“Williams”) 1 seeks judicial review of a final decision by the Secretary of Health and Human Services (“Secretary”) denying Williams’ claim for disability insurance and supplemental security income (“SSI”) benefits under Social Security Act (“Act”) §§ 216(i), 223 and 1602, 42 U.S.C. §§ 416(i), 423 and 1381a 2 (a claim based on an asserted disability beginning in February 1981). After an October 24,1985 hearing (the “Hearing”), Administrative Law Judge (“ALJ”) Dale McLaughlin denied Williams’ application April 18, 1986.…
