The issue the court faces today arises because of the Commonwealth of Puerto Rico’s unique one hundred and seventeen (117) year old relationship with the United States. The dispute at hand stems from both the Commonwealth’s political limbo— an all-too-common issue — that is, the Commonwealth’s treatment as a State for the grand majority of legal purposes 1, as in this case, and as a territory for others, and the fact that, although officially a bilingual jurisdiction with Spanish and English as its official languages2, its population is…
